(1) The confidential document shall remain confidential for five years and within that period no one shall disclose or refer to such document or its dealings in whole or in part or see any person other than the concerned person without the permission of the Government of Nepal.

(2) The transfer or exchange of secret documents should be done in a sealed envelope.
